At the start of the Global Financial Crisis, the Belgianbanking sector was dominated by three banks: Fortis,KBC, and Dexia. Based on the total book value of all110 active banks in Belgium, in 2007 Fortis had marketshare of 43 %, KBC of 17 %, and Dexia of 15 %(Febelfin2008). These three banks, which providednearly 70 % of total outstanding credit in Belgium, werestrongly affected by the Global Financial Crisis. ByApril 2008, combined they had to write down 2.4 billionEuro of their equity capital due to the credit crisis (TNL/Belga2008). This led to speculations about the solvencyand liquidity of Belgian financial institutions. Corporatecredit supply started to slow down, and credit conditionswere tightened in the second and third quarter of 2008(Nationale Bank van België2009; Kenniscentrum voorFinanciering van KMO2009). After the collapse ofLehman Brothers in September 2008, Fortis had to bebailed out by the Belgian, Luxembourg, and Dutchgovernments: the Belgian entity of Fortis was sold bythe Belgian government (which was by then owner ofFortis in Belgium) to the French bank BNP Paribas(Mooijman2008), the Dutch government became thesole owner of the Dutch entity of Fortis, and theLuxembourg government got 49.9 % of the shares ofFortis Bank Luxembourg. Dexia had to be bailed out bythe Belgian, Luxembourg, and French government, andKBC was bailed out by the Belgian government(Dendooven2008). The return on equity (ROE) of theBelgian banking sector dropped from?6.79 % in 2007to-33.69 % in 2008, and the average profit margindecreased from 0.25 % in 2007 to-1.31 % in 2008(Febelfin2008,2009).
