INTRODUCTION The public sector reforms
which have been embraced in western countries since the ۱۹۸۰s have
placed the spotlight on the governance of public sector
organisations. Accountability is an important element of
good governance. Access to information in a form that allows
users to gauge wh ether the objectives of the organisation are
being discharged and to assess its pe rformance is an
e ssential pillar of accountability
